Environmental Compliance Specialist
Herndon Solutions Group
About the Role
Herndon Solutions Group (HSG) is seeking an Environmental Compliance Specialist I to serve as the on-site, multimedia environmental compliance resource at the NASA Glenn Research Center Neil A. Armstrong Test Facility (GRC-ATF) in Erie County, Ohio. The Specialist administers day-to-day compliance coordination across hazardous and regulated waste, petroleum, oil, and lubricant (POL) and tanks, spill preparedness and response, stormwater, and wastewater.
Key Responsibilities
- Serve as the primary on-site compliance coordinator for GRC-ATF across waste, POL/tank, spill, stormwater, and wastewater programs, maintaining awareness of permits, plans, inspections, monitoring, records, deliverables, and corrective actions.
- Evaluate facility operations, projects, material and waste storage, tanks, outfalls, wastewater discharges, construction activities, and spill conditions for potential multi-media environmental requirements, and route issues to the appropriate functional lead.
- Conduct and document hazardous waste accumulation area, universal waste, used oil, POL/tank, stormwater, wastewater, construction, and other assigned compliance inspections; identify deficiencies and recommend corrective actions.
- Support regulated and controlled waste activities at ATF, including generator coordination, waste determinations, profiles, accumulation-area management, shipment documentation, sampling coordination, and cradle-to-grave records.
- Support Spill Prevention, Control, and Countermeasure (SPCC), POL, and tank program requirements, including inspections, inventory validation, spill response guide updates, alarm and event documentation, closure or maintenance support, and corrective-action tracking.
- Maintain ATF spill readiness and provide initial technical coordination for spill assessment, containment strategy, sampling, waste management, documentation, internal and external reporting determinations, and post-event follow-up within delegated authority.
- Support stormwater permit implementation through site surveillance, wet- and dry-weather inspections, outfall screening, construction and post-construction best management practice (BMP) inspections, sampling coordination, documentation, and recommended updates to stormwater pollution prevention and management plans.
- Support wastewater compliance through permit-condition awareness, sampling and analytical coordination, discharge monitoring data review, inspection support, equipment checks, reporting inputs, and investigation of abnormal or potentially noncompliant conditions.
- Coordinate with laboratories and functional-area leads on field sampling plans, chain of custody, data quality, analytical results, and follow-up actions.
- Prepare or support ATF compliance reports, inspection records, permit data, corrective-action responses, environmental status updates, and audit documentation across assigned media.
- Analyze cross-media findings and operational changes to identify cumulative compliance risks, conflicting requirements, recurring issues, and opportunities for integrated corrective action.
- Support environmental audits, regulatory inspections, investigations, emergency drills, project reviews, meetings, and field activities, providing accurate ATF records and site knowledge.
- Coordinate closely with the Hazardous Waste Specialists at Lewis Field and the applicable waste, POL, stormwater, wastewater, and spill functional leads to ensure consistent practices across both GRC locations.
- Independently evaluate multi-media compliance conditions, determine which requirements, functional leads, records, or corrective actions are implicated, and prioritize findings based on regulatory, environmental, safety, mission, and schedule consequences.
- Own ATF issue coordination and tracking through closure, recognizing matters that require Government approval, regulator contact, or specialist review.
