Business Analyst

About the Role

DTMB Agency Services requires a Business Analyst to support the Environment, Great Lakes and Energy (EGLE) Agency. This role will provide customer service for project and work request needs, act as a liaison between DTMB and project stakeholders, and offer expert facilitation, elicitation, and process modeling for strategy development and requirements. The Business Analyst will also be a member of the DTMB Agency Services Business Analyst team, contributing to operational activities and related work requests for EGLE. Key performance expectations include customer service, easing Agency compliance with DTMB policies, and quickly understanding applicable constraints and enablers to guide EGLE projects. Candidates should be self-directed, organized, relationship-builders, quick learners, flexible, and adaptable.

Key Responsibilities

• Act as liaison between DTMB and project stakeholders.
• Provide expert facilitation, elicitation, and process modeling.
• Develop strategy and requirements for ongoing enhancements and related work projects.
• Participate in various related work requests for EGLE.
• Contribute to the operational activities of the BA team.
• Ensure customer service excellence.
• Champion ease of Agency compliance with DTMB policies and practices.
• Quickly gain a working understanding of applicable constraints and enablers.
• Help EGLE navigate constraints and enablers for project and work request success.

Requirements & Tech Stack

• Minimum of 7 years conducting business process review, requirements elicitation and documentation to include process modeling.
• Minimum of 5 years developing and/or managing user stories on Agile development project(s).
• Minimum of 2 years working directly with senior management in facilitating discussions to determine strategy, develop road maps and/or gain consensus to resolve opposing positions.
• Minimum of 2 years working on projects developing/implementing IT solutions for public use.

Qualifications

• Minimum of 2 years supporting the development of or compliance to statement of work and/or other work agreements/contracts.
• Minimum of 1 year working with programs governed by state and/or federal regulations.
• Bachelor's degree.
