Income Maintenance Caseworker

About the Role

The Department of Human Services (DHS) is seeking a driven Income Maintenance Caseworker to join the Cambria County Processing Center. This role offers the opportunity to guide individuals through applying for essential programs, strengthen families, support communities, and drive positive change.

Description of Work

This position focuses on determining eligibility for various assistance programs and providing customers with clear guidance and timely casework. After completing an 8-week Income Maintenance Standard Training Program (IMSTP), duties will be performed in an office setting.

Key Responsibilities

• Eligibility Review: Evaluate applications and determine eligibility for programs including financial assistance, Medicaid, SNAP, LIHEAP, Nursing Home Care, and Waivers.
• Customer Interviews: Conduct phone and in-person interviews to gather information.
• Policy Application: Interpret and apply state and federal regulations for accurate case decisions.
• Data Entry: Input information into automated systems and perform manual calculations.
• Case Documentation: Write clear case comments to record changes and document decisions.
• Deadline Management: Complete assigned work within required timeframes and established procedures.

Work Schedule and Additional Information

• Full-time employment, 37.5 hours per week.
• Work hours: 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. May change based on operational needs.
• Travel and overtime as operationally necessary.
• Telework: May be eligible for part-time telework. Requires a securely configured high-speed internet connection and an approved work location within Pennsylvania. Option to report to the headquarters office in Johnstown, PA, if unable to telework. Telework eligibility is subject to change.
• Work Conditions: Assigned duties performed in a controlled office environment. Reassignment to different work sites may occur due to operational needs.
• Salary: Starting annual salary of $53,008.00 for new Commonwealth of Pennsylvania employees (before taxes).

Requirements & Tech Stack

• Ability to perform essential job functions.
• Must pass a background investigation.
• This position requires access to Federal Tax Information (FTI) and is subject to IRS Publication 1075 (Pub 1075), requiring an enhanced background check. This includes:
• Fingerprint-based federal records check.
• PA State Police clearance.
• Local law enforcement checks where you have lived, worked, and/or attended school in the last five (5) years.
• Citizenship/residency verification.

Qualifications

Minimum Experience and Training Requirements:

• Four years of experience in interviewing or work requiring the analysis and interpretation of data; OR
• A bachelor's degree; OR
• Any equivalent combination of experience and training.
• Applicants within 3 months of graduating with a qualifying degree will be considered.

Other Requirements:

• Hiring preference may be given to candidates residing within Cambria County. If no eligible candidates from Cambria County apply, candidates from other counties may be considered.
