Job Summary

Seeking an experienced Business Analyst / QA Analyst (BQA) to support public sector Health and Human Services (HHS) projects. The role requires performing both Business Analyst and Quality Assurance responsibilities, including requirements gathering, business process analysis, test planning, test case development, functional testing, and defect management. Experience with state government Health and Human Services agencies, particularly Women, Infants, and Children (WIC) programs, is highly preferred.

Key Responsibilities

Business Analysis

• Gather, analyze, and document business and functional requirements.
• Collaborate with business stakeholders, product owners, developers, and government agency teams.
• Prepare Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), user stories, and acceptance criteria.
• Analyze existing business processes and recommend improvements.
• Facilitate stakeholder meetings, requirements workshops, and user acceptance testing (UAT).

Quality Assurance / Testing

• Develop and execute test plans, test scenarios, and test cases based on business requirements.
• Perform functional, integration, regression, and end-to-end testing.
• Validate system functionality against documented requirements.
• Identify, document, track, and retest defects using defect management tools.
• Support UAT activities and coordinate with business users to validate system outcomes.
• Ensure traceability between business requirements, test cases, and test results.

Public Sector HHS Experience

• Support state-level Health and Human Services technology projects.
• Understand public sector business processes, program requirements, compliance needs, and government stakeholder environments.
• Collaborate with state agency personnel and implementation teams.

Requirements & Tech Stack

Required Qualifications

• Experience in both Business Analysis and Quality Assurance roles.
• Strong skills in requirements gathering, documentation, test case creation, and test execution.
• Experience with defect tracking and requirements traceability.
• Excellent analytical, communication, documentation, and stakeholder management skills.
• Ability to work effectively with business and technical teams.

Preferred Qualifications

• Experience working on state government Health and Human Services (HHS) projects.
• Direct experience with WIC (Women, Infants, and Children) programs is strongly preferred.
• Experience with other public assistance or human services programs.
• Previous experience supporting government agency implementations, system modernization, or public sector IT projects.
• Familiarity with tools such as Jira, Azure DevOps, HP ALM/Quality Center, or similar requirements and testing platforms.

Ideal Candidate Profile

The ideal candidate will have hands-on experience working as both a Business Analyst and QA Analyst on a state HHS project. Candidates with direct WIC program experience are preferred, followed by candidates with experience in other state HHS programs.

Priority of Candidate Selection

• Candidates with WIC program experience and combined BA/QA responsibilities.
• Candidates with state HHS agency experience performing both BA and QA work.
• Candidates with other public sector health and human services project experience.
• Candidates without government or HHS experience will be a lower priority.
